Missed connection in the Sheep's Meadow?

As DW and I walked through Central Park, we passed by the Sheep's Meadow and spotted these keys attached to the fence. I had to wonder how long they'd been there, who they belonged to, and what prompted someone to leave them hidden in plain sight.
